Former Harare Mayor Bernard Manyenyeni and ex-Acting Town Clerk Josephine Ncube have been arrested on charges of criminal abuse of duty. The allegations stem from their alleged unlawful amendment of a land development agreement between the City of Harare and Shelter Zimbabwe, which reportedly cost the city an estimated $20 million in revenue.

The agreement in question authorized Shelter Zimbabwe to develop 1,500 residential stands on 657 hectares in Tafara, Mabvuku. However, Manyenyeni and Ncube allegedly altered the terms in 2017, allowing Shelter Zimbabwe to sell unserviced stands. The company sold the stands but failed to develop the land or remit the money to the local authority.

Manyenyeni and Ncube are set to appear at the Harare Magistrate Court on April 16, 2025, to face the charges. This case highlights ongoing efforts to hold public officials accountable for alleged misconduct and corruption, similar to other cases involving Harare City Council officials.
